Three 10 megaohm resistors are connected in series to make up a 30 megaohm resistor
Pin #2 is lifted off of the circuit board to insure high impedance levels.
1/4 watt resistors with the leads shaved off are a low cost substitute to surface mount part resistors. The point where the two resistors and the capacitor are soldered together is similar to pin#3 connection on the schematic .
This is called the "dead bug" method of circuit design. This circuit is not complete, it shows a perfect example of keeping the leads short. Better yet is the copper shield it is soldered to.
